PTC’s Capt. Ronald Enrile supports DMW Information Series on New Sea-Based Regulations

Reinforcing the PTC Group’s commitment to advancing the welfare and protection of Filipino seafarers, Capt. Ronald Enrile, PTC Senior Adviser for the Shipping Cluster and Board Secretary of the Filipino Association for Mariners’ Employment (FAME), participated in the Department of Migrant Workers’ (DMW) Joint Manning Group (JMG) Information Series 01-2026 held on July 24.

The full-day information session gathered around 300 representatives from licensed manning agencies, the Joint Manning Group, and other maritime industry stakeholders to discuss the implementation of the 2026 DMW Sea-Based Rules and Regulations and the revised Standard Employment Contract (SEC) for Seafarers.

Organized by the DMW, the Information Series forms part of the Department’s continuing efforts to strengthen the protection of Filipino seafarers by ensuring that maritime stakeholders have a clear and consistent understanding of the latest policies governing overseas maritime employment.

During the program, Undersecretary Bernard P. Olalia emphasized that the initiative supports the DMW’s commitment to upholding the rights and welfare of Filipino seafarers while helping licensed manning agencies effectively comply with the new regulatory framework.

The technical sessions featured presentations by Atty. Janine T. Tutanes of the DMW Legal Service on the salient provisions of the 2026 Sea-Based Rules and Regulations, followed by Atty. Albert Ranier Valenciano, who discussed the revised Standard Employment Contract for Seafarers, including its key provisions and implementation guidelines.

An open forum capped the event, providing participants with the opportunity to seek clarification on the new regulations. Assistant Secretary Julyn S. Ambito-Fermin, Director Liza C. Alcera, and Director Marieta S. Labong-Dela Cruz addressed questions and concerns raised by representatives from licensed manning agencies and other maritime stakeholders.

Capt. Enrile’s participation underscores the PTC Group’s continued support for industry initiatives that promote regulatory compliance, responsible governance, and the continuous enhancement of standards that safeguard the welfare, rights, and global competitiveness of Filipino seafarers.
