
PTC hosted Assistant Secretary Ferdinand M. Pallera, Special Assistant to the President for Investment and Economic Affairs, Office of the President – Office of the Executive Secretary (OP-OES), and Director Ma. Czarina Theresa G. Lugue, Director IV, Government Corporations and Investments Group, Department of Finance (DOF), on 1 September 2026, for a discussion on the Philippine maritime industry and its contribution to the country’s broader economic and development priorities.

Representing PTC were Mr. Gerardo A. Borromeo, Chief Executive Officer; MGEN Restituto F. Padilla Jr., Executive Director, Corporate Public Policy, Risks and Sustainability; and Ms. Gabrielle S. Balor, Special Projects Manager.
During the briefing, PTC presented the Blue Philippines framework and highlighted maritime as an enabling platform for trade, connectivity, food and energy security, industrial development, digital infrastructure, employment, and national resilience.
Assistant Secretary Pallera, Director Lugue, and their teams also shared their perspectives on the need to further strengthen the Philippine maritime industry, recognizing its strategic importance, growth potential, and opportunities for greater investment across the sector.
PTC looks forward to continuing its engagement with the OP-OES, the DOF, and other government partners in supporting efforts to strengthen the maritime industry and advance the country’s broader development priorities.
