The PTC Group, through the PTC OFW Program, successfully facilitated activities in partnership with the Iloilo City Government through the Iloilo City Public Employment Service Office (PESO), further solidifying its presence through purposeful partnership on July 27, 2026 in Iloilo City, Western Visayas.
PTC OFW Family Welfare (OFW) Program is a first-of-its-kind migrant workers’ welfare support program from the maritime sector offering a localized, proactive, and targeted approach in empowering migrant workers and their families to be piloted in Bacoor City and in Iloilo City, both communities with significant migrant worker presence. Building on a public-private partnership, the program offers a responsive and unique perspective in providing a platform for migrant workers (active/inactive, land-based/sea-based) to appreciate and recognize their significant contribution in the community and the country.
The program focuses on three (3) pillars:
- OFW Information and Planning pillar offers various segments that will empower the local government units to build and develop their localized profile of migrant workers, for a more focused, proactive, and responsive policy-making, program formulation;
- OFW Skills Development and Talent Acquisition pillar will provide active, inactive, and future migrant workers with industry aligned skills development trainings helping them to become employable overseas, coupled by talent acquisition activities such as Special Recruitment Activities, Mini-Job Fairs and others;
- OFW Families Capacity Building, Welfare, and Support pillar prioritizes the empowerment and welfare of OFW families through capacity building lectures and trainings on Health, Disaster Resilience, Financial Literacy, and Youth Development.
Led by the PTC Talent Acquisition Group – Pipeline Engagement Programs (TAG-PEP) and the PTC Iloilo Office, the team successfully facilitated the PTC OFW Program Memorandum of Agreement (MOA) Signing with the Iloilo City Government and the PTC OFW Program Orientation and Family Disaster Preparedness Lecture for Iloilo City Barangay Employment Service Officers (BESOs).
PTC OFW Program Memorandum of Agreement (MOA) Signing with the Iloilo City Government
True to its commitment to provide localized, proactive, and targeted support to Ilonggo migrant workers, the PTC TAG-PEP team and the PTC Iloilo Office, in collaboration with the Iloilo City PESO, facilitated the PTC OFW Program Memorandum of Agreement (MOA) Signing with the Iloilo City Government at the City Mayor’s Office, Iloilo City Hall.
The PTC Group was represented by PTC TAG-PEP Program Manager Hector Brizuela and Lead Program Officer Josh McCarver, with PTC Iloilo Branch Manager Isabel Sotelo. The Iloilo City Government was represented by its City Mayor Hon. Raisa Treñas, with City Administrator Melchor Tan and Iloilo City PESO Manager Gabriel Felix Umadhay.
In her message, Iloilo City Mayor Raisa Treñas appreciated the effort and initiative that The PTC Group undertook to provide a localized, proactive program for Iloilo City migrant workers. “On behalf of the Iloilo City Government, we thank PTC for its PTC OFW Program that will greatly benefit our Ilonggo migrant workers. Initially, I thought the program was only for your seafarers, but now that it is for all migrant workers and their families here in our city, we are more than happy to welcome your initiative. You can expect that the city government, through the Iloilo City PESO, will support you and the activities you’ll facilitate.”
PTC TAG-PEP Program Manager Hector Brizuela likewise expressed gratitude for the unparalleled support that Iloilo City Government has given The PTC Group and its programs for Iloilo City residents. “We at The PTC Group extend our heartfelt gratitude and thanks to the Iloilo City Government and the Iloilo City PESO for officially partnering with us under the PTC OFW Program. Migrant workers have long been overlooked in terms of welfare support, and mostly they don’t qualify given their status, but still, we must look after them and their families. Through the PTC OFW Program, hopefully we can further empower Ilonggo migrant worker families, which can bring significant impact in the city.”
Iloilo City PESO Manager Gabriel Felix Umadhay expressed their assurance and support in ensuring the success of the PTC OFW Program activation in Iloilo City. “From our initial discussions until today, I deeply believe in the potential of the PTC OFW Program to capacitate and empower our Ilonggo migrant workers. What I truly appreciate is that the PTC Group was able to come up with this intervention, which will not only benefit the migrant workers and their families; they also made sure that the Iloilo City Government can also benefit from this program. All stakeholders will benefit, and I’m glad that PTC chose Iloilo City as one of its pilot communities to activate this welfare support program.”
After the MOA Signing, the PTC contingent presented tokens made by the Minalin Weavers Association, much to the delight of City Mayor Treñas and the rest of the Iloilo City Government partners.
