PHILCAMSAT advances maritime competence through assessment

PHILCAMSAT successfully conducted the Pilot Run of the Promotional Assessment for Ratings to 4th Engineer on September 21–22, 2026, in partnership with Global Marine Group.

The OIC Engine Competency Assessment is designed to evaluate the competence and potential of Engine Ratings being considered for promotion to 4th Engineer. Through an Engine Room Simulator System, the assessment measures engineering knowledge, practical skills, situational awareness, and communication abilities in accordance with applicable STCW standards. It combines theoretical, practical, and oral components to provide a comprehensive assessment of each candidate’s readiness to transition from rating to officer-level responsibilities in the engine department.

The pilot run was facilitated by C/E Norberto Flores, Instructor/Assessor, and observed by C/E Marvin Eala and C/E Eric Bautista, with two participants from Global Marine Group.

The pilot run provided valuable insights into the assessment process and its implementation, reinforcing the role of competency-based assessment in supporting career progression and professional development.

This initiative reflects PHILCAMSAT’s commitment to advancing maritime competence, strengthening professional pathways, and preparing maritime professionals for greater responsibilities at sea.
